The West Virginia Board of Examiners in Counseling (WVBEC) will begin computer based testing (CBT) for the National Counselor Exam on November 1, 2007.  WVBEC is contracting with the National Board for Certified Counselor (NBCC) for this program.  Many states are utilizing the CBT system for the National Counselor Exam. 

Here it is in a nutshell.  An applicant for a provisional license will file their completed "licensure packet" with WVBEC.  The file will be reviewed for compliance with Series 1, Licensing Rule (2007).  Once the file is approved, the applicant will receive an email/letter stating that their application has been accepted.   Along with the acceptance email/letter there will be an approval letter to take the exam and the exam registration form.  Exam approval letters are good for one year.  The applicant will submit this approval letter to NBCC along with their exam registration form.  Once the applicant has received the approval letter* from WVBEC, nothing else will be required of WVBEC during the exam process unless the applicant tests three (3) times unsuccessfully.  Failing the exam three times will be addressed with the applicant individually.

Directions for registering for the computer based testing can be found on the NBCC websites.  Go to www.nbcc.org and click on State Licensure and Exam information, then click on State Credentialing Boards List.  Click on West Virginia on the map.  Select NCE under Handbooks then select State Specific Insert.  You can also print the State Specific Insert from our site.  Read all of this material and follow the directions.  Your registration form must be approved by NBCC BEFORE you can schedule and exam.  Once you have approval from NBCC you may contact AMP to schedule the exam.  Contact for AMP can be completed online or by phone.  On AMP's website, www.goAMP.com, look under Candidates where it says "Schedule an Exam".  Then select Healthcare, National Board for Certified Counselors and finally, National Counselor Exam for Licensure and Certification.  I highly recommend that you print and read the candidate Handbook.  It is on this screen you will schedule the exam.   Currently, the only testing site in West Virginia is in Charleston.  On the AMP website you can enter your zip code for additional testing sites perhaps nearer to you. 

*Special Accommodations - Candidates who need special accommodations should contact WVBEC for approval.  NBCC must receive approval confirmation form WVBEC before notifying AMP of the accommodations.  Special accommodation approvals are good for one year.  After one year, candidates will need to contact the WVBEC for another approval.  Candidates testing with approved special accommodations should schedule their test via the toll-free number to ensure their accommodations are confirmed.

Additional Information

Satisfactory performance on the NCE™ is one of the criteria* used by The West Virginia Board of Examiners in Counseling to identify professionals who may be eligible to become Licensed Professional Counselors in West Virginia.

The purpose of the NCE™ is to assess knowledge of information and skills viewed as important for providing appropriate counseling services. The NCE™ is designed to be general in nature. It is intended to assess cognitive knowledge, which should be known by all counselors regardless of their individual professional specialties.
